See if your state has one or is planning one
A quick Google search should give you an idea if there's been anything discussed about this. The trick is figuring out whether there is one, the idea of one, or a failed idea of one. If you're having trouble deciding, raise a flag or start a discussion on it. Skip to step 4 if it is.

Get one to happen
Talk to your friends, neighbors, and local and state politicians. Make an issue of it. Write letters to the editor of your local paper. Write letters to politicians. Get petitions signed. Work together with people on this site to let your politicians know that this is something that needs to be done. You can even make a Team on this site to organize your efforts.
